Key duties and responsibilities

The Specified Personnel will be responsible for providing the following deliverables including but not limited to:

  • Producing analytical work that is customer focused;
  • Discovering trends, patterns and stories told by the data, structured and unstructured, and presenting them to stakeholders;
  • Leveraging new open data sources and extracting further value from existing data;
  • Producing creative data visualizations and intuitive graphics to presenting complex analytics;
  • Performing data discovery with primary and secondary sources;
  • Cleaning and pruning data to discard irrelevant information;
  • Identifying new opportunities for process improvement;
  • Providing concise data reports for management;
  • Triaging code problems and data-related issues;
  • Applying data quality techniques to cleanse data and providing feedback for ETL / data quality solutions.

Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.

The Specified Personnel will also be responsible for producing the following deliverables, including but not limited to:

  • System Design Specifications;
  • Detailed business requirement documents;
  • Mapping documents that provide detailed cohort rules and individual field mappings

All deliverables performed by the specified personnel must:

  1. be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and
  2. meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time.

About the team

The Data Integration & Engineering Section (DI&E) develops and maintains data assets in the Connected Information Environment (CIE), which are used to support business information reporting, risk assessment and intelligence analysis.

About the organisation

The role will contribute to the development of systems that the Data Integration& Engineering Section develops and support that integrate cross-domain data sources to provide a consistent and consolidated view, support consistent domain-level data use and support particular reporting and analytical needs via specific data marts. The role will also assist DIE Section with: maintaining the infrastructure supporting the CIE, managing database administration and undertaking performance management.

Essential criteria

1.Data outputs, products or services level 3 – Has expert knowledge about the production of a data output, product or service Provides expertise in developing new products or data services to meet evolving requirements, needs and opportunities. Can build the capability of others in the delivery of data outputs, products or services

2.Data modelling and design level 4 – Investigates enterprise data requirements where there is some complexity and ambiguity. Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives. Provides advice and guidance to others using the data structures and associated components.

3.Data Management level 4 – Devises and implements master data management processes for specific subsets of data. Assesses the integrity of data from multiple sources. Provides advice on the transformation of data from one format/medium to another. Maintains and implements information handling procedures. Enables the availability, integrity and searchability of information through the application of formal data and metadata structures and protection measures.

Desirable criteria

1.At least five (5) years previous experience working as a Data Analyst.

2.Proven demonstrated ability to clean and prune data to discard irrelevant information.

3.Proven demonstrated ability to work independently to perform data discovery / data mapping work.

4.Demonstrated experience with: o Triaging code problems and data-related issues as well as identifying new opportunities for process improvement o Collaborating with subject matter experts to gain a comprehensive understanding of the inputs, processing rules and outputs of existing systems.



Successful applicant must work full time on site for 3 months or until they understand the department’s ICT landscape, requirements and project objectives. Flexible working arrangements may be considered afterward, subject to approval per the Department’s operational needs and ICT Contractor Working from Home Guidelines. Contractors must be on-site in Canberra at least 3 days per week. Remote work costs (eg travel, accommodation, utilities, equipment) are the contractor’s responsibility.
